Eliza is wearing special contact lenses to correct that problem. That is wy her eyes look that vacant. She is a really smart girl that had a part of her brain enchanged with a computer.
The armband? is her own invention. It's a collection of usable gadgets. She almost never takes it off ( bacause it takes several hours ).

Do you realize that the lady on the right can see nothing but a blur? She is wearing scuba, so she is obviously terrestrial. Land animals' eyes do not focus well underwater.
