She is wearing scuba, so she is obviously terrestrial. Land animals' eyes do not focus well underwater. She is a really smart girl that had a part of her brain enchanged with a computer. The armband? is her own invention. It's a collection of usable gadgets. This is from the Fading Suns Universe. The Sea of Oceanus is a place filled with life. Sad to say, the empire has problems with the changed "Gillmen" of this lost world.
