It is true, that the english "goblin" is in Germany a "Kobold", but like in RPG the term Kobold was used for these little scaly lizards (as i know "Kobold" was unknown in England before), the german translation just took that Picture. (The term "Goblin" was used wrong even in the english version, as goblins are not exactly ugly and evil but more like little pranksters, just like german kobolds) So in german D&D Kobolds are Lizards and Goblins are ugly humanoids. Of course in original german role playing games (like "Das schwarze Auge" (the black eye)) a Kobold is a little man who likes to play pranks, as in mythology, and, taken from Fantasy, a Goblin is a little, ugly humanoid

The German word for "goblin" is "kobold." I've often wondered if the German versions of D&D have what we would call a "kobold" described as "goblins". ;)
